Anti-Dumping Investigation on Imports of ‘Decor Paper’ From China

Ministry of Commerce & Industry, Govt of India has initiated anti-dumping investigation on imports of Decor Paper from China. The initiative has been taken after the application filed by ITC Limited. The company had filed an application alleging the material injury to the domestic industry is being caused due to dumped imports of the Decor paper, originating in or exported from China. They have requested for imposition of the anti-dumping duty on its import from China.

The product under consideration is decorative base paper for HPL and LPL of various thicknesses and makes such as "uncoated paper in reel form of 40-130 GSM, containing titanium dioxide or pigments as filler". It is a base paper for high pressure (HPL) or low-pressure (LPL) decorative laminates, also known as decorative base paper, decorative paper for high-pressure or lowpressure laminates, coating base paper and print base paper, but excluding printed ready-to-use decor paper.

The product under consideration includes various types of decor paper, such as surfacing paper (white/offwhite), liner (white / off-white), barrier paper, shuttering base, overlay paper and print base paper (color/white).

ITC has claimed that there is no known difference between the subject goods exported from China and produced by the domestic industry. The applicant further claimed that the two are technically and commercially substitutable and, hence, should be treated as like article under the Rules, so the present investigation is required.

DGTR has issued a notice to importers, ILMA and Decor Paper Printers and ask to participate in the investigation. If interested, they can defend their interests and assist the Authority to arrive at a fair decision. Any other interested party may also make its submissions relevant to the investigation in the form and manner prescribed within the time-limit of 30 days from the receipt of the notice.
